Working Capital Fund Quarterly Symposia

The National Academy of Public Administration, in partnership with Grant Thornton sponsors quarterly meetings to bring public sector financial management leaders together to address the challenges and opportunities of working capital funds and the unique financial tool they represent when looking to increase efficiencies within Federal agencies.   These meetings, open to agency representatives and their partners, focus on identifying and promulgating best practices that allow for reliable, flexible, and transparent approaches to financing agency operations. Past meetings have hosted representatives from organizations such the Office of Management and Budget, General Services Administrationís Unified Shared Services Management Office, National Aeronautics and Space Administration, and Centers for Disease Control.  In these interactive sessions, discussions have covered issues such as rate setting and cost allocation, governance and decision making, and carry over and reporting requirements and strategic interest groups have been established to explore these topics further depth as well. For more information and/or to join the mailing list for these events, please contact bisman@napawash.org.  

Transition 2016 Intiative

The impetus for this project came from a series of previous initiatives, beginning in 2000. That year, a set of memoranda were written to the President, advising him on a variety issues facing the nation, which eventually culminated into a book entitled, “Memos to the President.” In 2012, the Academy, in partnership with the American Society of Public Administration (ASPA), issued 27 memoranda to the prepare the incoming Administration (should there have been a new one) for how to most effectively deal with the management and policy challenges it will face. 

With the 2016 Presidential Campaign on the horizon, leaders of this project felt that the complex problems and issues facing the Nation called for bringing together the substantial institutional knowledge of Academy Fellows, ASPA members, and scholars and practioners from across the country. With this knowledge, the Academy can inform candidates and elected officials about the major management and budget challenges facing a new administration and Congress.

Memos to National Leaders 

The National Academy of Public Administration (NAPA) and the American Society for Public Administration (ASPA) launched this project to inform incoming national leaders about policy and management challenges facing the Nation. This effort includes the release of a series of memoranda outlining these challenges and recommending solutions representing a consensus of the best thinking by public management practitioners and researchers across the country.

The memoranda have been developed with both a Presidential and Congressional focus, reflecting the joint ownership of problems and solutions for these major challenges. We have produced memoranda in the following nine key areas, outlined below. These memos are the opinions and views of their respective authors, and are not the opinions of The National Academy of Public Administration (NAPA) and the American Society for Public Administration (ASPA).
