Thelma Hite-Harris

Project Director

Thelma is a Project Director with the National Academy of Public Administration. Thelma is President and CEO of Hite Consulting, Inc. She has served as a member of the Senior Executive Service for the Internal Revenue Service, where she consolidated four Treasury complaint centers into one center, managed the IRS education and development program for executives and senior leaders, and designed and delivered a Quality Improvement Training Program. She has also served as a Human Resources Advisor to the Inspector General of the U.S. Department of Housing and Urban Development and led the Mid-Atlantic Regional EEO and Diversity operation for the U.S. Office of Personnel Management.

Thelma's consulting work has focused on providing services in the areas of leadership development, human resource consultation, systems and process analysis, and general management consulting services. Her areas of expertise include modernization design, systems reengineering, training and education, fiscal and human resources management, and equal employment opportunity and diversity.

Thelma holds a B.S. in Business Administration and Education from Morgan State University and she completed graduate human resource courses at Temple University.
